Green Bags [Bag of tricks and treats][]
These are dropped from special event mobs, called Kitty of Ulthar. They appear after killing any mob withthe Haunted buff shown by a golden ring around them (any mob can spawn with the Haunted buff, which lasts for 10 minutes) in Blue Mountain.
Update: The 1.8 Hotifx update added the loot from Samhain 2012 to the green bags. Even the Glamours can drop although they are still sold in the cash shop as well.

Incognito (The Cat God) can be hunted again this year in the woods of Kingsmouth Town. Check the map here.
He will drop a sack which you can use to receive a Head-o-Lantern clothing item which was available through green Bag of tricks and treats during Samhain 2012. You receive the Head-o-Lantern if you hunt Incognito for the first time, no other drops have been confirmed for consecutive kills.
